The 69th Commission session, held in Bangkok, from 25 April to 1 May 2013, endorsed, through its resolution 69/13, the Ministerial Declaration and the Incheon Strategy.  Both documents were adopted by the High-level Intergovernmental Meeting on the Final Review of the Implementation of the Asian and Pacific Decade of Disabled Persons, 2003-2012, held in late 2012.

The Incheon Strategy will chart the course of actions to be taken duringof the new Asian and Pacific Decade of Persons with Disabilities (2013-2022), and provides the region, and the world, with the first regionally agreed disability-inclusive development framework. Structured like the Millennium Development Goals, the Incheon Strategy comprises 10 goals, 27 targets and 62 indicators, and it will contribute to ensuring a disability-inclusive post-2015 development agenda.
